Due to advancement in technology, there has been an introduction of many processes and procedures that have improved law enforcement agencies in different countries. One of this advancement is live scan system that involves an inkless electronic process of capturing fingerprints in a digitalized format and then transmits them to state police department or the FBI. Previously, fingerprint process was conducted by applying ink to each finger. However, processing fingerprint electronically is first, and the quality image is, captured. Also, criminal history is providing within a matter of hours.

Issues and problems that may be experienced in Live Scan System

With a very high usage, the system can develop errors. Some of this issues that may occur include, program issue, operational problem, and fingerprint scanning errors. Also, lag in computer processing may experience delay due to the computer having too many processes executed at the same interval. Operators errors occur when the technician working with equipment lack proper skills or has lackadaisical in work. Additionally, the biggest problem within life can process is the fingerprint scanning error (Choo, 2002). Often time, a person presses too hard or fails to press hard enough, and the sample obtained is erroneous. Frank senese from Illinois police department conducted a research and discovered that some devices have low-quality resolution after taking the finger print scan, meaning the image obtained is not clear.

Secondly, live scan system doesnt always confirm identity. Live scan always uses fingerprints to link up records together. If an individual has never been scanned it will not displace any information, to this effect, you are required to first create record. Its imperative that the user must fill in correct information as well as applicant providing truthfully personal data. Live scan system lacks other tools that can ensure accuracy and sincerity of information provided.

How fingerprint identification is made using the AFIS system

Automated Fingerprint Identification System (AFIS): Are biometric identification processes that make use of imaging technology to obtain, keep and analysis fingerprint information (Dexter & Pouratian, 1999). AFIS is employed by FBI in the United States in the criminal case.

After police arrest a person, they fingerprinted as a part of the scan process. The finger palms are rolled in a plastic card that is located in live scan terminal, and the scanner is placed on the plate to enable it read the information from prints. Then, the data is transmitted electronically to identification section, where an identification officer checks the quality of an image.

After checking the prints AFIS departments station, the technician submits the information which are researched against a database containing over 52 million people fingerprints card. After some few minutes, the AFIS gives information obtains from search with three closest matches (Jain & Hong & Pankanti, & Bolle, 1997). The technician will compare information of the detainee with prints received from Automated Fingerprint Identification System to determine if an individual was previously arrested, or has active warrant of detention.

Automated Fingerprint Identification System station is used by latent prints examiner, who scans latent image developed with an aim to identify minutia. Then, unknown prints are searched against those fingerprints that are known in AFIS database with hope to generate AFIS hits. AFIS hit is experienced when an examiner identifies the unknown image to the known image of a person.
