Language entails the ability to acquire and use formal systems of communication, primarily the human ability to do so, and language is any specific example of such a systems. In scientific it is known as linguistic. This is the question concerning the philosophy of language, such as, whether the word can represent experience has been debated since Georgia and Plato in ancient Greece. Thinkers such as Rousseau have argued that language originated from emotions while others have held that it originated from rational and logic. Over the year language has been estimated to be between 5000 and 7000 different languages in the world (Karpouzis, & Kostas 54-74). However, any precise estimates depend on a partly arbitrary distinction between languages.

Natural language is spoken or signed, but any language can be encoded into secondary media using auditory, visual, example, in whistling, signed or braille. This is because human language can is modality independent. But, this depends on philosophical perspective concerning the definition of language and meaning when used in general concept language may refer to the ability to learn and make use systems of complex communication, or even explain the set rules that make up these systems. Additionally, all language relies on the process of semiotics to relate sign to the particular meaning. Oral, manual and tactile language contain phonological systems that govern how symbols are used to form sequences know as word or morphemes, and a systems that govern how word and morphemes are combined to form phrases and utterances.

From the essay, it is clear that language evolves and diversity over time and that history of evolution can be reconstructed by comparing modern language so that to determine which trait their ancestral language people originated from, which must have used in a later development stage. A group of language that descends from the ancestor is known as the language family. The Indo-European family is the most spoken language included in the division. English, Russian and Hindi among other hundreds of other languages. Theory of Academic consensus holds that between 50 percent and 90 percent of the language spoken at the beginning probably have become extinct by the year 2100 (Genesee).

Furthermore, human languages have properties of productivity and displacement, and depend on entirely on social convention and learning. It is complex structure afford a much wider range of expression than any known system of animal communication. Language thought to have originated when early hominies started gradually changing their primate communication system, to have the ability to form a theory of other minds and a shared intentionally (Scott, Mike, and Christophe vol 22.)

This development is sometimes thought to have coincided with an increase in brain volume, and many linguists see the structure of language as having changed to serve particular communication and social function.

William Lutz who is a professor of English described doublespeak as a language which pretends to communicate, but in the real sense, it does not communicate. This is the language which makes bad seem good, and the contrary appears positive, the unpleasant seem attractive, or at least tolerable. Also, it is the language which avoids shifts, or deniers' responsibility. This language is the variance with its real or purported meaning it prevents thought. The example we are asked to check our packages at the desk for our convenience or distinguished car not to use a car and genuine imitation leather or counterfeit diamond. William Lutz has listed four types of doublespeak the first one is euphemism the second is doublespeak is jargon third kind gobbledygook, and final is inflated language.

Euphemism this word or phrase designed to avoid a harsh and distasteful reality. The purpose of the mode was to interpret the messages which people did not understand. It communicated all require instruction and guidelines to members of the society.

The second kind of doublespeak is jargon; this entails the unique language of trade, profession, a similar group such as doctors, lawyers, plumbers and car mechanics. Legitimately, this jargon allows members of groups to communicate with each other clearly, efficiently and quickly. This is jargons that help them to discusses legal matters and understand each other.

The third kind is doublespeak gobbledygook, and this encompasses only matter of overwhelming the audience with words the more, the better. When a speaker is giving his speech a group of people it is good to involve them in is activities and use appropriate language. Using a language that will respect ever one participating in the process.

The fourth kind is inflated language, which is designed to make the ordinary seems extraordinary, to make everyday things seems impressive and make the thing look situation simples and complex.

Doublespeak is not the tool of careless language or sloppy thinking. But doubles is language carefully designed and constructed to appear to communicate when in fact it does not. It is the language intended to guide not to mislead. Thus, it is not the tax increase but revenue enhancement.
